The Winds of War and Remembrance, both by Herman Wouk, are historically accurate accounts of the German exterminations of Jews, gypsies, and others considered undesibles by the Nazis during World War II. Both novels have very well defined characters involved in the Pacific and European theaters of war. And both were made into mini-series.

Hillary Clinton to get documentary treatment

BEVERLY HILLS, Calif. (AP) ? Hillary Rodham Clinton's life is getting the documentary treatment.

CNN Films said Monday that it plans a feature-length film on the secretary of state and former first lady to premiere next year. It will look at Clinton's professional and personal lives.

The film from Oscar-winning director and producer Charles Ferguson will have a theatrical run before airing on CNN.

Last weekend, NBC announced the four-hour miniseries "Hillary" starring Diane Lane. No air date was announced, but it is timed to precede the 2016 presidential election.

Clinton hasn't said whether she'll make another run for the Democratic nomination for president.

NBC says the miniseries will track Clinton's life and career from 1998 to the present.

Column: China's Domesday debt survey

(Reuters) - Like William the Conquerer before him, Premier Li Kequing is initiating his own Domesday survey in China, and this time the attempt to curb local abuses of power will have global economic consequences.

China's State Council, chaired by Premier Li, has ordered the National Audit Office to begin auditing what could total $2 trillion or $3 trillion of debt taken on by local governments.

The Audit Office will suspend other work and give all staff "crash" training so that auditors can begin fanning out across the country this week, according to a report by the state-run People's Daily.

The clear implication is that China is seeking to rein in local governments, which have helped along what is clearly a boom and may be a bubble by borrowing and spending freely on local development. For China, this will act as another brake on already slowing growth. For the rest of the world, it means less demand, especially for the kinds of raw materials and energy which go into real estate development and infrastructure.

William ordered the 1086 "Domesday Book" census of property, so called because it was said to be as thorough and wide-reaching as the final judgement, shortly after the Norman conquest of England in order to nail down who owned what and who might have usurped something belonging to the crown he now possessed. Premier Li, who assumed office in March, has a related but different problem. Despite laws against it, local governments have taken on huge debts, an amount estimated by the last audit at about $1.75 trillion at the end of 2010.

Analysts believe that has grown substantially since then, leading to growing concern about the country's overall debt profile. While the IMF has estimated China's total government borrowing to be a bit less than 50 percent of annual GDP (as compared to about 100 percent in the U.S.) local government debt has grown faster, and pays a higher rate of interest, than forms of borrowing more tightly controlled by the central government.

Of particular interest is a story in China Business News, citing an unnamed source, which said China had decided that it should cap its fiscal deficit at 3 percent of GDP, well below the 5 percent or more many economists estimate it may now be. To do that would likely require quite a savage cutting back on local government debt, or for central government to content itself with a smaller piece of the pie and all the diminished opportunities for reward, control and influence that implies.

THE HAND AUDITS ITS FINGERS

Taking a step back, the most surprising thing about this whole story is that a government, much less one in a single-party state, needs an audit to know how much its constituent parts have borrowed. Little wonder ratings agencies have expressed concern about the debt practices.

But the relationship between local and central government in China is complicated, and, in fact, local authorities have exercised much discretion in directing development, and, despite rules to the contrary, contracted much debt to fund it.

Because rural land in China is held, in essence, collectively, there is a huge and profitable opportunity for local governments in re-badging rural land as urban or industrial, paying off its occupiers, and selling rights or leases on for development. So-called Local Government Financing Vehicles are set up to do an end-run around prohibitions on local debt and allow governments to borrow the money needed to fund both development and the infrastructure it requires.

Much of this development has arguably been of low quality in recent years, producing extra manufacturing capacity which may not be needed and apartments to meet speculative demand. China clearly needs to transition to a model in which it depends less on investment and more on consumption, and reining in helter-skelter local development is as good a place to start as any.

That said, a crackdown on local borrowing will have large repercussions. As the U.S. demonstrated in the last decade, borrowing and spending money to dig holes in the ground and put up buildings is a great way to give the appearance of strong economic growth. Limit that and growth goes down with it, though perhaps the growth you get is more stable. Estimates of the likely run-rate of Chinese growth have been dropping sharply, and this will only exacerbate this trend.

Like everything in China today, what happens there matters everywhere. The big and easy-to-pick losers are the commodities and energy used in developing infrastructure, and those countries, such as Australia, which produce them.

This won't be quite doomsday, but as one more piece of evidence that China is aiming for higher quality, if slower, growth, the local debt audit is a big story.

GOP group raises $70K in effort to overhaul Utah caucus system

SALT LAKE CITY -- A group of Republicans behind an initiative petition to overhaul how Utah selects its candidates for office has reported raising $70,000 so far in their effort to get it on the 2014 ballot.

Leaders of the Count My Vote drive say they've received donations of $25,000 each from venture capitalist Dinesh Patel and life sciences investor Gary Crocker.

The Salt Lake Tribune reports the group also garnered donations of $10,000 each from Omar Kader, who owns a Middle East consulting firm, and Bruce Bastian, a founder of Word Perfect.

Bastian has given heavily to Democratic candidates and gay rights causes, while Kader has donated thousands to Democrats. The bulk of donations from Crocker and Patel have gone to Republicans.

The group, organized by former Gov. Mike Leavitt, seeks to increase voter participation by moving away from Utah's current caucus system, which allows delegates selected at neighborhood meetings to nominate most candidates at a state convention.

Supporters have expressed concern that delegates represent the fringes of both parties and candidates tend to cater to the extremes as a result.

The group plans to raise at least $1.5 million.

Phachara Khongwatmai, 14, Becomes Youngest Golfer To Win Pro Event

Move over Lydia Ko, there's a new youngster in town.

Amateur Phachara Khongwatmai, at the tender age of 14, become the youngest golfer ever to win a pro event when he went 13 under at the ASEAN PGA Tour's Singhua Hin Open.

And it wasn't a squeaker, clearing the field by an eye-opening four shots. Heck, the kid flashed a smile before teeing off on the 18th hole.

Khongwatmai was born on May 3, 1999, nearly seven months younger than Ko when she won her first pro title, the LET's New South Wales Open in January 2012, also at 14. Ko would go on to win on the LPGA Tour as well.

Ryo Ishikawa had held the record prior to Ko, winning at the old age of 15 years and 8 months in 2007.

Khongwatmai is the latest teenager to steal headlines, as 19-year-old Jordan Spieth recently became the youngest player to win on the PGA Tour since 1931, while also becoming the fourth-youngest champ in Tour history. Spieth turns 20 on Saturday.

Other teens in the news recently: 14-year-old Andrew Walker is the second-youngest player to ever qualify for the U.S. Amateur; Latanna Stone, 12 at the time, competed in the 2012 U.S. Women's Amateur; Tianlang Guan, then 14, took the world by storm to make the cut at the Masters; and Lucy Li will make Stone look old as the 10-year-old plays in the U.S. Women's Amateur next week.

Canada reports fewer oil, gas spills

CALGARY, Alberta, July 25 (UPI) -- A Canadian energy regulator said the amount of oil and natural gas products spilled from pipelines under its jurisdiction declined during the last five years.

Canadian energy companies last month shut down some of their pipeline networks in response to heavy flooding in Alberta province. Small oil releases were reported when some pipeline networks were dislodged because of flooding in the north of the province.

The National Energy Board said the total volume of releases from the pipelines it regulates declined during the last five years. The average number of spills characterized last year as small, or 50 barrels of liquid or less, was one, compared to eight in 2008. Two spills were reported last year for volumes greater than 50 barrels, half the average amount for 2008, the agency said.

"While this is a step in the right direction, the NEB expects its regulated companies to strive for zero incidents," the agency said in a report published Wednesday.

The NEB regulates more than 11,000 miles of pipelines in Canada. Incidents reported to the NEB extend beyond spills to include fires, equipment failures and security issues.

Most obese individuals with kidney failure can prolong their lives by receiving a kidney transplant, although this survival benefit is lower in severely obese individuals. That's the conclusion of a new study published in the American Journal of Transplantation. The findings will hopefully decrease differences in access to transplantation for obese patients.

Obesity is increasing in patients with kidney failure. In some studies, obese kidney failure patients who are on dialysis have a lower risk of dying prematurely than non-obese patients. In contrast, obese kidney transplant recipients have a higher risk of dying prematurely than non-obese recipients. Therefore determining the survival benefit of transplantation in obese transplant recipients is an important issue.

Using data from the United States between 1995 and 2007, John Gill, MD, MS, of the University of British Columbia, in Vancouver, and his colleagues determined the risk of premature death in transplant recipients grouped by body mass index (BMI) compared with transplant candidates with the same BMI who were on the transplant waiting list. The analysis included 208,498 patients, and obesity was defined as a BMI of 30 kg/m2 or higher.

Among the major findings:

  • Obese patients with a BMI of 30 to 39 kg/m2 derived a similar survival advantage from transplantation as non-obese patients, which equated to more than a 66 percent reduced risk of dying within one year of transplantation.
  • Obese patients with a BMI of 40 or higher derived a lower survival advantage from transplantation (a 48 percent reduced risk of dying within one year), and a survival advantage was uncertain in Black patients with a BMI of 40 or higher.
  • Differences in obese compared with non-obese patients were not as profound with transplantations using kidneys from live donors.
  • The risk of dying early after transplantation was greater in obese compared with non-obese patients.

"Our study shows that obese patients derive a survival advantage from transplantation, and obesity should not exclude patients from consideration of transplantation," said Dr. Gill. "Also, improved early post-transplant care may help reduce the early risk of death in obese patients, and living donor transplantation may be a useful strategy to mitigate the risks of transplantation in obese transplant candidates."

    Morrigan?s character bio reads: Morrigan is a shape shifting, gun-toting witch who awakens after a 500-year sleep and finds herself with no memories of who or what she is. Before Morrigan?s memory loss, two factions were preserving the balance between darkness and light in the world: the Umbra Witches, the followers of darkness, and their counterparts, the Lumen Sages, the followers of light. The factions shared two treasures, the Left and Right ?Eyes of the World? that are used to oversee the passage of time. Morrigan awoke with piece of jewelry she believes is the Left Eye and sets off in search of the Right Eye.

    About the cosplayer: Linda Le has studied fashion and the arts all over the globe with a passion for gaming, cosplay and toys! Somehow she finds the time to cosplay at international conventions, produce a cosplay web series, and now works with a prop makeing group named Team Mantium Designs.     The Wrap: Sony Develops Gran Turismo Film Based on Racing Games

    Racing simulation franchise by Polyphony Studios debuted in 1997

    According to Hollywood news website The Wrap, Sony is developing the racing video game franchise Gran Turismo into an action movie. Fifty Shades of Grey producers Mike De Luca and Dana Brunetti are steering the project based on the PlayStation game franchise by Kazunori Yamauchi and Polyphony Studios. Sony executives Elizabeth Cantillon, DeVon Franklin and Hannah Minghella are also involved.

    The racing simulation franchise debuted on the original PlayStation console in 1997 and has since sold 70 million copies. The most recent title, Gran Turismo 6, is slated for release on the PlayStation 3 during this year's holiday season.

    Similarily, Universal Pictures is turining EA Games racing franchise Need for Speed into a film starring Aaron Paul (Breaking Bad) next year.
