Man's $15,000 Aston Martin Turns Up At Auction For $1.5 Million

The odds are you're still wealthy now if you were friends with David Brown and able to buy an Aston Martin, even at cost, at some point in your life. Nevertheless, hearing that a car you've lost track of is now selling for $1.5 to $2.0 million must be slight cunt punt.

The car was first purchased for $15,000 by Richard Cowell, an oil heir and member of the U.S. water skiing team who was friends with David Brown, then-owner of Aston Martin Lagonda Ltd. In 1958, Mr. Cowell gave the coupe to his bride, Gail Whitney, a New York society debutante and member of the Vanderbilt clan.


Reached at his Palm Beach, Fla., home on Monday, Mr. Cowell, now 85 years old, said he long ago sold the car and had lost track of it. "My God, that's amazing. In the lobby of Sotheby's?I often wondered what happened to it."


It is expected to sell for between $1.5 million and $2 million.

New study to investigate and reduce prescribing errors in the NHS

Researchers at the University of Leicester are aiming to improve the prescribing behaviour of junior doctors in the NHS which will save lives as well as time and money.

Dr Rakesh Patel from the College of Medicine, Biological Sciences and Psychology, together with Dr Ming Lim and Dr Will Green from the School of Management, were recently awarded a grant from the East Midlands HIEC to develop an educational intervention for reducing prescribing errors among junior doctors.

The National Patient Safety Agency (NPSA) reported a significant year on-year increase in the reporting of medication incidents from England and Wales in 2007 and misprescription is currently costing the NHS over 70 million per annum. A previous study into the prescription behaviour of junior doctors found that 124,260 prescriptions made by foundation doctors across 19 hospitals over seven days contained 11,077 errors, which is 8.9% of all prescriptions.

On the importance of the study, named the ePIFFany Project (Prescribing Insight for the Future), Dr Lim commented: "This issue is an urgent priority for the NHS. Not only does misprescription cost time and money, it puts patients at risk. The notion of patient trust is at the heart of the NHS and prescribing errors lessen this trust significantly. We aim to make a measurable difference in error reduction rates as well as in junior doctors' skills, knowledge and attitudes in complex prescribing situations."

Careless prescribing of drugs causes adverse outcomes to many people every year. Not only do prescribing errors have the potential to cause physical harm, they can also induce a significant amount of distress for patients as well.

The project team have expertise in medicine, education, management, evaluation and implementation and will be using a four-strand blended learning approach which combines face-to-face interaction, e-learning, patient simulation and mobile learning. This multi-disciplinary and multi-modal approach aims to reduce misprescription by a significant percentage among junior doctors.

On why this approach will be most effective, Dr Lim said: "Using different angles to both understand and reduce this problem will allow us to disseminate the results of this study into the medical community which will change attitudes and increase awareness of the importance of a 'safety culture'."

She continues: "We have secured co-funding for part of the intervention from the public and private sector so there are numerous stakeholders connected to this research. We are grateful to the East Midlands HIEC (Health Innovation and Education Cluster), the East Midlands Local Education and Training Board, University Hospitals of Leicester NHS Trust and Pfizer Ltd for their support of this project. We are also very grateful to University Hospitals Leicester (UHL) for their generous financial and administrative support."

Jerry Lewis makes appearance at 'King of Comedy'

The Tribeca Film Festival has ended on a royal note with Jerry Lewis showing up at the 30th anniversary screening of "The King of Comedy."

The 87-year-old comedian-actor walked out to thunderous applause after the screening Saturday, joining co-star Robert De Niro and director Martin Scorsese.

Lewis answered questions about the making of the film and he brought the audience to laughter with a tale about a guy he met on a subway train.

In the movie, Lewis plays a talk show host kidnapped by a deranged comedian played by De Niro.

De Niro founded the festival with producers Jane Rosenthal and Craig Hatkoff as a way to rebuild the neighborhood where the World Trade Center fell in the 9-11 attacks.

California police search for suspect in fatal stabbing of girl

(Reuters) - Authorities were searching on Sunday for a man suspected of stabbing an 8-year-old girl to death at a home in a northern California suburb, officials said.

Residents of Valley Springs, California, 60 miles southeast of Sacramento, were warned to stay inside their homes with their doors locked as investigators fanned out across the region, hunting for the girl's attacker.

Detectives interviewed potential witnesses, family members and collected fingerprints and possible DNA from the home where the girl was killed on Saturday, but had no specific suspect, the Calaveras County Sheriff's Office said in a statement.

The sheriff's office identified the girl as Leila Fowler, 8, and said it expected an autopsy to be performed on Monday. They had previously said she was 9 years old.

Authorities said the girl's 12-year-old brother encountered an intruder in his home on Saturday afternoon and the suspect fled, according to KCRA, a local television news station. The boy then went to check on his sister and found her stabbed. She was pronounced dead at a nearby hospital, KCRA reported.

The sheriff said the suspect was considered armed and dangerous and described him as a "muscular" white or Hispanic man, about 6-feet (1.83-meters) tall with longish gray hair. They said he was last seen wearing a long-sleeved black shirt and blue pants.

The sheriff's office said it had notified the local school district about the case and planned to have an increased presence at the schools and bus stops on Monday.

Two bizarre endings mar UFC 159 prelims

The UFC debut of two Strikeforce light heavyweights was spoiled by a odd ending. Ovince St-Preux beat Gian Villante in a majority technical decision after the fight was stopped because of a poke to the eye.

After a back-and-forth, but not entirely thrilling bout, St-Preux threw a punch and accidentally poked Villante in the eye. Villante stepped back and crouched down, indicating to referee Kevin Mulhall that there was a problem with the eye. Mulhall asked Villante if he could see, and Villante said no, he couldn't see.

At that point, Mulhall waved his arms and the fight was stopped. Villante protested, but the fight was over. Because the round had started, it had to be judged. The scores were 30-28, 29-28 and 29-29 in St-Preux's favor.

?I couldn?t see. He did poke me in the eye so I don?t know," Villante said after the fight. "He said the fight was over and I didn?t expect that because I was just reacting to his question. I got poked and my eye was closed up so I thought he would stop it but he didn?t, he just kind of looked at me. I don?t understand how you score thirty seconds of a round and that?s how I lost? We were just getting going and I got poked in the eye. I don?t know what to say.?

Mulhall's stoppage adhered to the eyepoke rule, if not literally, then in spirit. When a fighter says he can't see, the fight is stopped. However, Mulhall could have used better communication and followed procedures. It would have been better if he explained to Villante that he didn't have time to recover and that the fight would be stopped if he said he couldn't see.

UFC 159's weird streak continued in the very next bout. Rustam Khabilov and Yancy Medeiros' fight was stopped halfway through the first round. Medeiros defended a Khabilov takedown attempt, but hit his hand awkwardly. His thumb ended up pointing a way thumbs are not supposed to point and the bout was stopped at 2:32 of the first round.

Two weird endings marred the preliminary card, but the UFC rarely lets a weird ending go. Quite often, these fights get a rematch, so don't be shocked if you see these fights happen again on a card this summer.

Column: Te'o, Smith, Barkley go pro a year late

The next time some college football fan gripes about his favorite player going to the NFL before his senior season, we'll have a ready reply.

Three of them, actually.

Manti Te'o. Geno Smith. Matt Barkley.

The trio returned for a fourth year of college football and look what it got them.

Heartache. Embarrassment. And, certainly in the case of Barkley, a much lighter wallet than he would've had a year ago.

The first round of the NFL draft came and went.

All three were left waiting by the phone. It never rang.

That's a harsh lesson every rising junior with pro aspirations should heed. Think only of yourself.

If there's a chance to dramatically improve your draft position, then stay in school. If you're already projected as a first-rounder, it's time to get started on your real job. Rest assured, the school will get along just fine with or without you. Sure, a college degree is great to have, but you can always finish up those last few classes in the offseason.

After getting passed over Thursday night, Te'o must've been having second thoughts.

We'll never know for sure if he would've been a first-round pick in 2012, as many projected, going on the assumption that he wouldn't done any better in the 40-yard dash than the painfully slow time he turned in at this year's combine. But at least he wouldn't have been lugging around all that off-the-field baggage ? a ruse of a relationship with a girlfriend that wasn't ? plus a stinker of a performance against Alabama in the national championship game.

Even if the whole sordid affair with the fake girlfriend had still occurred, chances are it wouldn't have been discovered until Teo had already signed a pro contract. The money would've already been in the bank.

Instead, he's left to wonder how much money he left on the table by returning to the Fighting Irish for what seemed a dream season until it took an oh-so-wrong turn at the end.

Ditto for Smith, who blossomed as a junior in West Virginia's wide-open offense, throwing for more than 4,300 yards with 31 touchdowns and just seven interceptions. If he had decided to go pro at that point, the last bit of tape NFL scouts would've had on him was a 70-33 rout of Clemson in the Orange Bowl, when he threw for a record six touchdowns and 401 yards to earn the MVP award.

Smith kept it going through his first give games as a senior, when he was the hands-down favorite to win the Heisman Trophy and looked every bit like a guy who would be the top pick in the draft. He and the Mountaineers were unstoppable, averaging more than 50 points a game.

Unfortunately, the season still had eight games to go.

There was another side to the mountain, and it was all downhill.

Smith still put up some dazzling numbers ? 4,205 yards passing, 42 touchdowns, just six interceptions ? but West Virginia dropped six of its last eight, including a blowout loss to Syracuse in the Pinstripe Bowl. Suddenly, everyone was finding flaws in Smith's game. His confidence was shaky. He setup and delivery were faulty. He was too emotional, too loose with the ball.

Heck, some pointed out that he didn't play well in poor weather ? which comes off as the ultimate bit of nitpicking.

Even so, Smith still expected to go somewhere in the first round, maybe even among the top 10 picks. That's why he turned up at Radio City Music Hall in New York with all the other projected first-rounders. For most of them, their dreams came true. All Smith could do was look on glumly as one player after another went ahead of him ? even a teammate he helped look so good, receiver Tavon Austin, selected at No. 8 by the St. Louis Rams.

Te'o stayed away from New York, allowing him to sort out whatever anger or humiliation he was feeling in private. That was the right call, showing he does have the ability to make good decisions beyond the online dating world.

With the draft set to resume Friday night, the guess here is that Te'o will turn out to be a good, solid pro, while Smith has a shot at greatness. Certainly, no other rookies will have a bigger chip on their shoulders.

When asked to analyze Te'o, former NFL coach-turned-TV analyst Jon Gruden said, "He's got a real good football aptitude. He plays faster, I think, than people give him credit. I think he's a very good, instinctive, high-effort, well-coached inside linebacker that's got to prove he can play on every down. There is no question about that. But I'm really confident that he can do it."

As for Smith: "It's very underestimated what this kid can do from a football standpoint. He does a lot above the neck as well as making plays with his arm and his mobility."

Then there's Barkley, who was being mentioned in the same breath with Andrew Luck and Robert Griffin III before last year's draft.

Not anymore.

Barkley, for some reason, returned to Southern Cal for one more year. Maybe he was counting on less competition at the quarterback position in the 2013 draft (and, indeed, only one QB was taken Thursday). Maybe he truly wanted to take another shot at a national championship with a team that was pegged as the preseason No. 1.

Whatever the case, Barkley couldn't have been more wrong in his decision, at least from a financial point of view. The Trojans didn't come close to living up to the hype, barely finishing with more wins than losses (7-6). He threw twice as many interceptions and wound up spraining his shoulder in a late-season game, which raised more doubts in the eyes of the scouts.

Barkley's stock dropped so severely that, frankly, it would've been a surprise if he had been picked in the first round.

"I think Barkley's going to be a starter in the league at some point," Gruden said, not sounding nearly as upbeat as he did about the other two. "He's going to be a guy that relies on his system, complete execution around him. I think his supporting cast is going to be important to him."

Now, Barkley will tell you that he has no regrets about his decision to return to USC. He'll tell you that getting the chance to be a leader during tough times will help him down the road.

Hogwash.

Barkley blew it.

So did Te'o and Smith.

All those juniors-to-be out there better not to make the same mistake.

Cyprus further eases limits on money transfers

NICOSIA, Cyprus (AP) ? Cyprus significantly eased restrictions on money transfers inside and outside the country Thursday to help businesses spur a deeply slumping economy.

The Finance Ministry said that it raised the limit on business payments and money transfers abroad that require documentation ? but not cumbersome scrutiny and approval from ministry and Central Bank officials ? from ?20,000 ($26,160) to ?500,000 ($654,000) euros.

Businesses also can now freely make domestic payments or transfers up to 300,000 euros for goods and services. Anything above that amount needs documentation, but not specific approval from officials as before.

The limit on the amount that individuals can transfer from one bank to another was raised from 3,000 to 10,000 euros per month. The limit on such transfers by individuals outside the country was raised from 2,000 to 5,000 euros, while a 5,000 euro monthly cap on credit and debit card spending abroad is lifted.

The amount of cash people can take with them while travelling abroad was raised from 2,000 to 3,000 euros. But a daily 300-euro withdrawal limit for individuals and a ban on cashing checks remain in place.

Cyprus introduced the restrictions last month ? the first that any country has imposed in the eurozone's 14-year history ? to prevent a run on its banks as part of a 23 billion euro ($30 billion) bailout deal with international creditors that forced savers with over 100,000 euros in deposits in the country's two biggest banks to take heavy losses.

Officials said the restrictions will remain in place until confidence in the banks is restored.

Cypriot lawmakers have already approved many of the austerity measures that were mandated by the creditors ? the European Commission, the European Central Bank and the International Monetary Fund.

They include cuts to government salaries, tax increases and breaking up the country's second largest lender Laiki ? which was hard hit by its exposure to bad Greek debt ? into a "good" bank that will be folded into the larger Bank of Cyprus and a "bad" bank that will be wound down.

Cyprus' Parliamentary Speaker Yiannakis Omirou said Thursday that lawmakers will begin debate on the bailout agreement on April 30 ahead of a vote on it.

Meanwhile, the Finance Ministry issued a decree outlining the obligations of foreign bank subsidiaries operating in Cyprus while the capital controls are in place.

According to the decree, a parent bank must promise in writing to support its subsidiary's financial health so that it won't have to ask for money either from the Central Bank or the EU.

Subsidiaries must have liquid assets on hand of at least 60 percent relative to deposits, while they must provide a list to the Cyprus Central Bank of all international customers.

Also Thursday, the Cyprus Central Bank said that the Romanian operations of the Bank of Cyprus will resume April 26 after being suspended for more than three weeks.

The suspension was enacted because of an initial plan to sell the Romanian operations as part of country's bank restructuring move. But Central Bank spokeswoman Aliki Stylianou said that plan has been amended and Bank of Cyprus in Romania will reopen, although with greatly reduced assets.

That's because all of the bank's retail client savings, cash, loans as well as some corporate deposits in Romania will be transferred to the Laiki's operations in the country, which will eventually be sold off.

On immigration, it?s pathway to citizenship or bust

The lead authors of the Senate immigration reform bill are dug in on the question of whether the final product must include a "pathway to citizenship" for many of the 11 million immigrants living in the U.S. illegally.

The bill will die if it does not include such a pathway, Republican Sen. John McCain of Arizona and Democratic Sen. Chuck Schumer of New York told reporters Thursday.

"There's no way of getting this job done without giving people a path to citizenship," McCain said during a Christian Science Monitor breakfast that Schumer also attended. "To say that you can have a legal status but you can't ever have a path to become a citizen of his country offends our fundamental principles of fairness in this country. I know that that opposition is there; I don't think it's valid and I don't think it's held even by a majority of Republicans, certainly not in the Senate."

Whether unauthorized immigrants should be given the choice to remain here without returning to their home country first has remained a sticking point for some Republicans lawmakers. In an interview with CBS News on Wednesday, Texas Republican Sen. Ted Cruz warned that including a pathway to citizenship would likely "scuttle the bill." Others in the House have said they will refuse any attempts to offer what they call "amnesty" for such immigrants.

According to the language of the Senate bill, those living in the U.S. illegally who arrived before Dec. 31, 2011 must wait up to 13 years to achieve citizenship, and only after undergoing a rigorous application system that includes background checks, proof of access to gainful employment and the paying of back taxes and fines. The federal government will also have to comply with a strict set of enforcement mandates for the pathway provisions to trigger.

During the breakfast meeting, Schumer seconded McCain's prediction about the bill's fate.

"Any attempt to say in the House that you will not have a path to citizenship will be a non-starter, and I say that unequivocally," Schumer said, pounding his fist on the table. "It will not pass the Senate. I don't think it would get a Democratic vote."

"A majority of Republicans support it," Schumer said, before McCain interjected.

"As long as?" McCain said.

"?there's a path," Schumer said. "You earn it."

"Right," McCain added.

McCain also reiterated his warning to Republicans that a failure to pass an immigration overhaul could be devastating to the party in the future. Passage won't automatically gain votes, he said, but it will keep the party competitive.

"If we pass this legislation, it won't gain us a single Hispanic vote. But what it will do is put us on a playing field where we can compete. Right now we cannot compete," McCain said. "It's a demographic certainty that if we condemn ourselves to 15, 20, 25 percent of the Hispanic vote, we will not win elections, but I have no illusions about whether passage of this legislation will gain Hispanic voters. It won't."

The Senate is currently holding hearings about the immigration bill in the Judiciary Committee and supporters say they expect a vote in the chamber by early summer.

Republican split on immigration blunts party rebranding

WASHINGTON (Reuters) - When a bipartisan group of senators began writing legislation to overhaul the nation's immigration laws in January, many Republican leaders embraced the effort as a savvy strategy for fixing the party's tattered image with Hispanic voters.

But since the bill was rolled out last week, a rift has emerged among conservatives that has played out in Senate hearings on Capitol Hill, on conservative talk shows and in social media such as Twitter and blogs.

The immigration effort has brought together an unusual coalition of Republicans, led by Florida Senator Marco Rubio, a potential 2016 presidential prospect, Arizona Senator John McCain, a former presidential candidate who has broken ranks with his party on some issues, and conservative anti-tax activist Grover Norquist.

But it has also put a spotlight on longstanding opposition to immigration reform within the party, potentially blunting the message party leaders had hoped to send in their efforts to remake the party's image, begun in earnest by the Republican National Committee after President Barack Obama swept to victory with 71 percent of the Hispanic vote in 2012.

Opponents of immigration reform include some traditional conservatives such as Senator Jeff Sessions of Alabama as well as some relative newcomers, including Texas Senator Ted Cruz, a Tea Party favorite. Another opponent of the immigration reform bill is Jim DeMint, a former South Carolina senator who is now president of the Heritage Foundation, a conservative think tank.

Luke Frans, executive director of Resurgent Republic, an organization that conducts polling and research for Republicans, said his group has met with Capitol Hill Republicans on the subject, advising them to avoid allowing the debate over immigration to become a "circular firing squad" in which Republicans are attacking their own.

"Conservatives have certainly seen in past debates where it's veered off the policy and become more of a personal tone. That's what we're really trying to avoid this time around," he said.

Critics of the legislation have labeled as "amnesty" a provision at the heart of the bill that would grant legal status to millions of undocumented immigrants. They also warn that the legislation would drive up the federal debt as immigrants eventually become eligible for federal benefits such as Social Security.

Supporters say providing legal status for the undocumented would bring people out of the shadows and ensure that they are working and paying taxes. Advocates also say the bill, which would establish new guest worker programs for both highly skilled and low-skilled workers, would boost the economy by making the labor market more flexible.

The debate is still in its early stages and many Republicans say the rancor is still far from the level that it reached in past immigration debates, such as one in 2006 and 2007 when criticism of comprehensive immigration reform on talk radio jammed phone lines at the Capitol.

But it may not be far beneath the surface either, to judge from some of the exchanges in the past week.

In a posting that highlighted the divisions among conservatives, Erick Erickson of the influential RedState political blog accused Rubio staffers and other supporters of the immigration bill of trying to paint critics as bigoted and racist.

Elsewhere, especially on Twitter, some conservative opponents of the immigration bill accused Rubio - falsely - of supporting the distribution of free phones to illegal immigrants.

Rubio has spent much of the last week appearing on conservative radio and TV stations to defend the legislation.

"We always realized that this was a complicated issue and that we were going to have to spend a lot of time explaining it," Rubio spokesman Alex Conant said. Conant described the response so far in conservative media as "mixed."

The bomb attack at the Boston Marathon last week that was allegedly carried out by two immigrant brothers of Chechnyan descent intensified the debate among Republicans over the immigration bill.

Some Republicans, including Senator Charles Grassley of Iowa and Senator Rand Paul of Kentucky, said the Boston attack, which killed three people and injured more than 250, were a reason to be cautious on immigration reform.

But other Republicans, including House of Representatives Speaker John Boehner and House Budget Committee Chairman Paul Ryan, argued that the Boston bombing showed the need to fix and modernize the immigration system.

While DeMint of the Heritage Foundation has been a vocal skeptic of the immigration reform bill, many of the scholars at two other influential conservative research organizations, the Cato Institute and the American Enterprise Institute, have been supportive of broad reform.

Charlie Black, a longtime adviser to Republican candidates who is now chairman of Prime Policy Group, a public affairs consulting firm, said the divisions among Republicans do not break down "along traditional lines" of conservative and moderate.

Whit Ayres, a Republican strategist who backs immigration reform, said Republican voters who may be skeptical of the effort are persuadable if proponents use the right message on immigration reform.

He said the strongest argument is that the current immigration system amounts to a "de facto amnesty" and that reforming the system is "better than anything (Democratic President) Barack Obama, left to his own devices, is likely to come up with."

Some conservative activists may be easier to persuade than others on immigration reform.

Chris Littleton of the Tea Party group Ohio Rising, said he did not understand what was behind all of the criticism of immigration reform.

"There are clearly employers who need low-cost labor and immigrants who want jobs, so there is clearly a functioning market here. Everybody's benefiting from the situation so I don't know why we need this debate," he said.

But David Crow of the Arkansas Conservative Caucus, another Tea Party group, said the proposed immigration bill would "simply create a magnet for more and more people to come across the border."

"In my opinion it is a huge mistake to go down this path when it's evident it will attract more and more illegal aliens," Crow added

Important fertility mechanism discovered

Apr. 24, 2013 ? Scientists in Mainz and Aachen have discovered a new mechanism that controls egg cell fertility and that might have future therapeutic potential. It was revealed by Professor Dr. Walter St?cker of the Institute of Zoology at Johannes Gutenberg University Mainz (JGU) that the blood protein fetuin-B plays an important and previously unknown role in the fertilization of oocytes. Fetuin-B, first identified in the year 2000, is formed in the liver and secreted into the blood stream. During a joint research project with researchers at RWTH Aachen University headed by Professor Dr. Willi Jahnen-Dechent of the Helmholtz Institute for Biomedical Engineering, it was discovered that fetuin-B contributes to egg cell fertility by regulating the hardening of the protective zona pellucida of oocytes.

The findings have recently been published in the scientific journal Developmental Cell.

The scientists at Aachen discovered that female mice lacking fetuin-B were infertile even though their ovaries developed normally. But fertility was restored when their ovaries were transplanted in wild-type mice with normal fetuin-B production. "This demonstrates that it was not the ovaries themselves but the plasma protein fetuin-B that determined whether the mice were fertile or not," explained St?cker.

The role played by the plasma protein fetuin-B was decoded in cooperation with the team in Aachen. The mechanism appears to operate as follows: The oocytes of humans and other mammals are surrounded by a protective envelope called the zona pellucida. This envelope hardens immediately after the successful fertilization of the egg cell by a sperm, which means that subsequent sperm are unable to penetrate the ovum, thus preventing multiple fertilization (polyspermy). Polyspermy results in the death of the embryo in many mammals. The hardening of the zona pellucida is triggered by the proteolytic enzyme ovastacin, the function of which St?cker's team in Mainz has been investigating. The protease ovastacin is stored in vesicles within the egg cell and when the first sperm penetrates the ovum, the protease is explosively discharged into the gap between the egg cell and the zona pellucida in what is known as the cortical reaction.

However, small amounts of ovastacin continually seep from unfertilized egg cells and this would cause the zona to harden before the first sperm can penetrate. "It is the role of fetuin-B to ensure that these constantly escaping small quantities of ovastacin are inactivated so that oocytes can be fertilized," St?cker added. "However, once a sperm has penetrated an egg cell, the cortical reaction will be unleashed and the amount of ovastacin will overwhelm the inhibition capacity of fetuin-B and initiate the hardening process."

This is the first time that it has been shown that premature hardening of the zona pellucida can be a cause of infertility. It is thus possible that this could represent the basis for the development of future forms of infertility treatment.

UK mortgage approvals down 1.2 percent year-on-year in March - BBA

LONDON (Reuters) - Mortgage approvals in Britain were 1.2 percent lower on the year in March, numbering 31,227, seasonally adjusted data from the British Bankers' Association showed on Wednesday.

Net mortgage lending shrank by 328 million pounds last month.

The BBA said the government's Funding for Lending Scheme had made the mortgage market more competitive.

BBA statistics director David Dooks said: "The Funding for ending Scheme has made the mortgage market more competitive, allowing smaller institutions to offer attractive rates. But nevertheless the main high street banks still provide 60 percent of new mortgage borrowing.

"Mortgage approvals edged up back to levels of a year ago and the prospect of more first-time buyers entering the market during 2013 is likely to help mortgage chains in due course.

China's Xinjiang says "terrorist" axe, knife and arson attack kills 21

BEIJING (Reuters) - A confrontation involving axes, knives, at least one gun and ending with the burning down of a house left 21 people dead in China's troubled far-west region of Xinjiang, a government spokeswoman said on Wednesday, calling it a "terrorist attack".

It was the deadliest violence in the region since July 2009, when Xinjiang's capital, Urumqi, was rocked by clashes between majority Han Chinese and minority Uighurs that killed nearly 200 people.

Nine residents, six police and six ethnic Uighurs were killed in Tuesday's drama, said Hou Hanmin, spokeswoman for the Xinjiang government.

It was not immediately clear how many burnt to death.

Hou did not name any group, but China has blamed previous attacks in energy-rich Xinjiang - strategically located on the borders of Afghanistan, Pakistan, India and Central Asia - on Islamic separatists who want to establish an independent East Turkestan.

Many Uighurs, a Turkic-speaking Muslim people native to Xinjiang, chafe at Chinese controls on their religion, language and culture.

Three "community workers" were patrolling a neighborhood of Bachu County, known as Maralbexi by Uighurs, in Kashgar after a tip-off that there were "suspicious people" in a private house, Hou said.

One of the three used a phone to call for help after they found a number of knives, resulting in their being killed by 14 Uighur "rioters" in the house, Hou said.

"The community people were just conducting regular checks, but the action from the rioters was planned and well prepared," Hou said. "It's certainly a terrorist attack."

Several police and other "community workers" came in different groups to the home where the Uighurs used axes and large knives to slash the police officers and workers, Hou said.

Only one police officer was armed with a gun, she said.

The battle ended with the gang members burning down the house, killing the rest of the people there, Hou said. Eight people had been detained.

Some Chinese officials blame such attacks on Muslim militants trained in Pakistan. But many rights groups say China overstates the threat to justify its tight grip on the region.

Dilxat Raxit, spokesman for the exiled World Uyghur Congress, said the violence was sparked by the shooting and killing of a young Uighur by "Chinese armed personnel", prompting the Uighurs to retaliate.

"The information that we've received is that from last night till this morning, the authorities have flooded the streets with armed men," Dilxat Raxit said by phone from Sweden where he is based.

"After the incident, the locals' mobile phone and internet connections were cut off. Today it has recovered slightly, though not completely."

Chinese Foreign Ministry spokeswoman Hua Chunying said the "violent terrorist acts" would not win popular support.

"The current situation in Xinjiang is good, but a small group of terrorist forces is still trying every possible means to disturb and destroy the present stability and trend of development in Xinjiang," Hua told reporters.
